警察人員占全國公務人員四分之一，但一次記兩大功的人次達全國公職人員的八成，引發關注，銓敘部上午向考試院會報告警察獎懲研究狀況，調查顯示，警察人員雖有「重獎厚賞、嚴懲峻罰」的特性，但記功者卻多是主管，記過者多是警員，因此，建議修改考績法或配套子法，建立平衡且妥適的獎懲制度。
