基本上,廣義上來講漫遊是沒有違法的,不過,問題實際所用技術跟當初給NCC的新興事業計畫書內容不一樣啊~所以,頂多就是NCC要業者補件修改計畫書而已.當然,最重要的,就是NCC要緊盯業者加快基地台建構速度吧~

至於目前LTE系統的語音是採用CSFB方式,也是考量系統升級相容性和經濟因素.就像當初2G的GSM(G)系統要升級到3G的WCDMA時,也弄了個過渡的2.75G(E)的EDGE網路一樣.然後3G之後也有3.5G(H),3.75G(H+)一樣的道理.因為,都是錢的問題.
