為何須先結清違反強制汽車責任保險事件才能驗車?

汽「強制汽車責任保險法」第51條第1項規定：「依本法所處之罰鍰未繳納前，公路監理機關不予受理應訂立本保險契約之汽車辦理換發牌照、異動登記或檢驗。」
另依「違反強制汽車責任保險事件罰鍰分期繳納辦法」第六條規定：「投保義務人應於向公路監理機關辦理換發牌照、異動登記或檢驗前，繳清其所有違反本法尚未結案之罰鍰。但於繳納第一期罰鍰金額後，公路監理機關得先註記其申請車輛檢驗。」故車主若無法一次繳清違反強制汽車責任保險之罰鍰，可先辦理分期，並於繳納第一期之罰鍰金額後，再行申請車輛檢驗。
