明年元旦起　雲彰水井新鑿或舊水井未申報都罰

【許麗珍／台北報導】雲林、彰化地層持續下陷，水利署與地方政府辦理地下水井申請納管，2010年8月4日以前開鑿但未登記的水井，須在今年底前申報完畢，至11月底已受理超過16萬件，2010年8月以後新開鑿的水井則「即查即填」，違反者，鑿井業者將處5萬至25萬元罰款，民眾處1.2萬至6萬元罰款。
 
水利署強調，明年1月1日起，凡被檢舉開鑿新水井或舊水井未申報，一律將水井即報即填，填塞水井費用須由水井所有人自行負擔。最近有不少民眾搶鑿新水井，水利署強調只要新鑿水井都是違法，已祭出每口井檢舉獎金3000元，派員加強巡查，目前已沒收10餘部鑿井機具。
 
水利署表示，雲彰地區持續地層下陷面積，由2002年的1018平方公里，去年減至280.9平方公里，民眾申報水井後，水利署將加強管控，另外雲林地區民生用水，自2016年起湖山水庫完工後，將改由湖山水庫供應，自來水公司水井將逐步停抽，且轉為備援水井。
