英警察被投诉案大增渎职、粗鲁最遭骂

在英格兰和威尔士，对警察的投诉数量创纪录。

据独立警察投诉委员会（IPCC）数据，2013-14年，投诉警察案例达到34863起，比上一年增加15%。

这也是2004年警务监督机构IPCC成立以来的最高纪录。

警察遭投诉最多的依次是渎职或失职、粗鲁或蛮横。

遭投诉最多的地区是北安布里亚警察局（Northumbria Police），从前年的401例增至794例，增幅98%。

伦敦金融城警察局仅次于其后，2013-14年遭投诉比上一年增加90%，从123例增至234例。

IPCC表示，这些数据表明警方对公众投诉的处理“不够令人满意”，现有的投诉机制太繁复、官僚，而且太偏重责备。
