VS Express for Desktop的一些問題

我用的是visual studio 2012版的，之前有打一個程式會幫你算機械座標的，原本開始偵錯，也就是運行，都可以跑得出來，但自重我電腦還原C巢後，重新安裝VS Express for Desktop(visual studio 2012版)這軟體，程式碼執行後~，表單是有跑出來，但是就卡在那邊，最後就跑出，類型 'System.Net.Sockets.SocketException' 的未處理例外狀況發生於 mscorlib.dll

其他資訊: 無法連線，因為目標電腦拒絕連線。
這到底是什麼問題啊~幫幫忙阿~
