關於收了施工費 那施工期限多久?

有個社區統一要換燈座.我收了材料費,也收的施工費100元
但其中有一兩戶我要去施工
總幹事說:住戶說才換新不久,等到壞了在換
我有跟總幹事反應,這怎麼辦
總幹事卻說:等他們壞了再幫他們換,因為換不換是住戶的權力,收了工資總不能不換吧
我回說:是他們不換,是他們放棄更換
總幹事卻說:他們沒有不換,只是等燈壞在換
這樣的話N個月或N年後,他們要更換時,我是否有務役幫他們施工?

真的有異物的話 我是考慮退費
