蔡得勝：依憲法南京確是我首都

教育部發文要求各級學校確認南京為我國首都，上午在立法院引起綠營立委揶揄，民進黨立委陳歐珀在外交與國防委員會向國安局長蔡得勝質詢指出，國安局情蒐有沒有包括南京？國安局難道要在南京維安？政府發這種公文簡直混淆視聽。對此，蔡得勝原表示，我們有政治上的首都，也有現在的首都，但這不是他能回答的問題，而依據憲法，中華民國主權還及於大陸，按照憲法南京當然是我們的首都。
