新北地院委請警大教授沈勝昂，替犯下北捷喋血案的凶嫌鄭捷進行心理評估鑑定，雖然內容沒有明確表示鄭捷是否有教化可能，但鄭捷卻首度提到「若父母在車上，會下不了手」，與之前「照殺不誤」的說法不同。

鑑定報告中指出，鄭捷有自戀人格，不擅長處理人際關係，造成與社會疏離，進而壓抑自己的情感，才會衍生出自以為是、自我中心的反社會特質。

沈勝昂與鄭捷訪談十幾次，對於外界指控他「冷血」、「無情」，鄭捷覺得外界不了解他。根據《蘋果日報》報導，鄭捷透露犯案後在月台上遇到一名小學生，「原本想多殺一個，但想想就算了」，鑑定報告中指出，這代表鄭捷並非完全「無差別殺人」。

另外，鄭捷還首度提到「若父母在車上，會下不了手」，與之前「照殺不誤」的說法不同，鑑定報告最後結論保留，並沒有明確指出鄭捷是否有教化可能。
