第三方也能賣禮券 近日公告上路

行政院消保會通過經濟部研擬的「零售業等商品(服務)禮券定型化契約應記載及不得記載事項修正草案」，近日公告上路後，將開放未提供實際商品服務的第三方也能發行禮券，例如未來網購業者將可用自己的名義發行其他餐飲業者的禮券。

現行團購網都是代售，但若發生消費糾紛，常發生代售和實際商品服務提供者互推責任情況。

行政院消保處說，第三方實收資本額不得低於3000萬元；也須提供履約保證；且不得於禮券記載較現金消費不利的約定；消費者要求退回禮券返還價金不也得加收任何費用；也不得記載消費爭議免除自身責任。
